City Infrastructure and Assets – Performance Measure 1.27

The City is responsible for maintaining and repairing over $7 billion worth of infrastructure throughout the city. This includes roads, bridges, water systems and pipes, parks and city buildings. Rehabilitating and replacing these assets is important to meeting community expectations with regard to reliability and service levels. It forms the backbone of the city’s Capital Improvements Program (CIP).


Measure

Achieve 100% compliance with industry standards related to the replacement or rehabilitation of infrastructure and assets.


Why this Measure Matters

By adopting a 100% compliance target for the replacement and rehabilitation of our assets, we are optimizing the life of the asset and the efficiency of resources allocated to maintaining the assets. This performance measure also contributes to safe and reliable service to the public and enhances the community’s experience.

Strategies

1. Data Identification and Measurement

  • Identify the infrastructure systems that will feed into this performance measure

  • Develop a way to measure each infrastructure system and an aggregate score


2. Asset Management Plans – Ensure that asset management plans are in place for each system. Asset management plans will contain the following characteristics:

  • Inventory

  • Life cycle

  • Condition ratings and procedures for updating


3. Budgeting and Planning

  • Identify backlog of deficiencies, funding requirement and timeframe

  • Identify annual reinvestment after backlog is extinguished

  • Link staffing levels to CIP delivery

  • Determine prioritization criteria, including condition rating and Community Survey responses
